A day in your life as a CRA and HMDA Administrator:
Under the direction of the Manager, this position is responsible for managing the day-to-day data required by the Community Reinvestment Act (CRA) and Home Mortgage Disclosure Act (HMDA) programs.  The administrator develops and maintains compliance policies and procedures, facilitates the development, maintenance, and monitoring of appropriate compliance-related controls, provides compliance support for implementation of product/system enhancements by identifying and anticipating significant compliance risks, provides high technical expertise and resolves complex compliance issues, and promotes employee training and awareness of compliance requirements.  Ensures business units compliance with applicable laws, regulations, regulatory requirements and Bank policies and procedures, including but not limited to those related to Fair Banking, Anti-Money Laundering laws and regulations, Bank Secrecy Act and USA PATRIOT Act

  • Develops and implements programs to manage compliance and fairness risks pertaining to the applicable laws and regulations related to CRA, HMDA and fair banking data. Provides recommendations and guidance to business units Compliance Officers to ensure adequately documented compliance programs are maintained for all applicable laws and regulations. Administers a monitoring program for all applicable products, related services and their processes to ensure compliance and recommend appropriate solutions or alternatives for identified compliance risks as necessary.  Ensures compliance with data integrity standards set forth by the FRB, FFIEC and Bank by conducting Quality Assurance Reviews and transactional testing.
  • Participates in the preparation of the Banks annual CRA Self Assessments which analyzes, summarizes and communicates the banks small business, consumer and HMDA lending performance as it relates to CRA as well as the Banks qualified CRA service and investment activities.  Researches CRA information/data concerning income levels, housing activity, demographic trends and other factors that affect bank lending programs.
  • Provides the highest level of technical consultation regarding CRA and HMDA requirements for business and functional areas which frequently require professional judgment.  Resolves complex compliance issues encompassing cross functional areas to ensure compliance with internal policies, federal law and regulations and minimize potential compliance exposure and liability.  Provides support with regulatory compliance examinations including but not limited to CRA, HMDA and fair banking.
  • Assists the CRA Officer in developing and providing CRA and HMDA regulatory compliance training for bank personnel/branches/departments. Training includes basic regulatory training, as well as department/branch specific technical training.
  • Develops, reviews and/or approves written material (circulars, SPM, marketing collateral, statement messages, etc.) for CRA and related processes to ensure compliance.

Education: 
  • Bachelors degree with basic courses in accounting and financial analysis or equivalent work experience.

Experience: 
  • Minimum 7 years of experience in regulatory compliance of banking laws and regulations.  

Technical Skills: 
  • Demonstrated proficiency with personal computers and Microsoft applications (Outlook, Word, Excel, MS Access, PowerPoint and SharePoint) or similar software.  
  • This position requires use of standard office equipment (typewriter, fax, copier, calculator and telephone).  
  • Working knowledge of complex database systems.  

Other Job Qualifications:  
  • Must be a self-starter, able to prioritize work to achieve the required objective in a timely manner.  
  • Ability to perform job functions under minimal supervision.  
  • Must be flexible, able to work on multiple projects that may require restructuring due to demands unforeseen events and changing priorities. 
  • Must be able to demonstrate good verbal and written communication skills.  
  • Must be able to identify and define problems; research and analyze information and various situations relating to data management issues.  
  • Ability to discuss and offer alternative or solutions to deposit compliance and operational issues with any level of staff person preferred.  
  • General knowledge of accounting principles preferred.  
  • Must be able to lift, move, carry, and transport files up to 10 lbs.  
  • Must be available to work evenings, weekends, and holidays as necessary or assigned.  
  • Must be able to provide own transportation and arrive at intended destination in a timely manner or as required.  
  • Travels by air as required.
