A day in your life as an Employee Relations and Compliance Specialist

Under the direction of the Manager, the Sr Human Resources (HR) Specialist implements, coordinates, monitors and/or measures the employee relations, People Services Group (PSG) compliance, and workplace excellence functions.  Assists in the business unit’s compliance with applicable laws, regulations, regulatory requirements and Bank policies and procedures, including but not limited to those related to employment laws, Fair Banking, Anti-Money Laundering laws and regulations, Bank Secrecy Act and USA PATRIOT Act.

  • Monitors and coordinates the employee relations function which includes case management of employee concerns, situations and issues; Employee Handbook and Code of Business Conduct & Ethics; Equal Employment Opportunity (EEO); Affirmative Action (AA) Plans, American’s with Disabilities Act (ADA) accommodation; and workers compensation. Works with managers and staff to develop and document related program, policies, procedures, forms, job aids, FAQ, etc. Gathers data regarding inquiries and products which can be used for regular reporting and risk management. Helps identify trends and best practices. Recommends and helps design education seminars/meetings to improve understanding of policies, procedures, and compliance requirements in these areas. Facilitates and conducts training.
  • Works with each HR function manager and staff to identify the potential risk exposure related to each function and coordinates/monitors the development and update of policies, standards, and controls to manage this exposure, as well as testing and reporting on the effectiveness of the controls. Monitors the design, development and administration of policies, procedures and practices compliant with employment and other laws to mitigate organizational risk.  Works with HR managers and staff of each unit to review high/medium/low risk Corporate and PSG compliance requirements and relate them to functions, roles and tasks covered by existing procedures.  Coordinates and monitors the identification, weight and assessment of operational and other risk. Documents the areas of improvement and deficiencies identified by the units, and monitors the development and regular review and improvement of policies, practices, procedures and other related items. Coordinates the overall compliance and risk calendar of activities including regulatory deadlines, timelines and identified significant action steps necessary to fulfill requirements.  Coordinates the unit formulation of short term and longer projects and plans; identification of next steps and the establishment of project teams.
  • Collaborates and partners with assigned company-wide cross-functional teams to implement workplace excellence, employee relations and compliance programs and enhancements.  Integrates data, information, and metrics to develop assigned programs, processes, and solutions while balancing compliance and risk management.  Works with analytics and reporting teams to measure, analyze, and report employee processes and programs for continued development and enhancements.
  • Performs all other miscellaneous responsibilities and duties as assigned.

Qualifications

Education:

  • Bachelor’s degree from an accredited institution or equivalent work experience.
  • Human Resources, business or related major, preferred.

 

Experience: 

  • Minimum 5 – 7 years of relevant human resources experience, including employee relations, retiree benefits, training, operations, payroll, recruiting, and/or compensation, etc.
  • Requires program management, process/project management, policy and procedure development and maintenance, and human resources compliance responsibility.
  • Should have an understanding/actual experience of most of the following:
    • (a) US and state wage and hour, FLSA, Executive Compensation plans, ERISA for retirement and welfare plans, tax laws relating to wages and benefits, ACA, Hawaii Prepaid Health Care Act, USERRA, FLMA, Hawaii Family Leave Law, Hawaii Civil Union and Domestic Partner laws, EEO, VETS, OFCCP and Rehabilitation Act, ADA and ADAAA, AAP, and related laws, regulations and court decisions
    • (b) HR compliance reporting requirements, schedule, reasonable timeline and steps
    • (c) Significant roles on human resources process improvement/project teams with major goals/accomplishments
    • (d) Creation and update of relevant, living policies and procedures, outlines, checklists, job aids, collateral, etc.
    • (e) Understanding of HRIS systems and how data is entered, validated, checked, corrected, reported on, etc.
    • (f) Understanding of internal audit of human resources procedures

 

Technical Skills:

  • Demonstrated proficiency with personal computers and Microsoft applications (Outlook, Word, Excel, Access, Power Point and SharePoint) or similar software. 
  • Knowledge of or ability to use HRIS system. 

 

Other Job Qualifications:

  • Demonstrated leadership, verbal and written communication skills, including presentation skills.
  • Must be analytical, detail-oriented and organized excellent problem solving skills.   
  • Must be proactive, flexible and able to meet changing deadlines and handle multiple shifting priorities. 
  • Should be a leader with the ability to work in and foster a team environment as well as work independently. 
  • Able to work flexible hours including holidays, weekends and evenings as needed or assigned. 
  • Must be able to provide own transportation or to operate a vehicle with a valid driver’s license, and able to commute as required. 
  • Able to travel by air off-island as required.
