A day in your life as an Employee Relations/Compliance HR Manager
Under the direction of the Manager, the Human Resources (HR) Employee Relations/Compliance Manager manages the employee relations, retiree administration and HR communication functions.  Also responsible for ensuring the business unit’s compliance with applicable laws, regulations, regulatory requirements and Bank policies and procedures, including but not limited to those related to employment laws Fair Banking, Anti-Money Laundering laws and regulations, Bank Secrecy Act and USA PATRIOT Act.

  • Manages the employee relations function which includes case management of employee concerns, situations and issues; Employee Handbook and Code of Business Conduct & Ethics; Equal Employment Opportunity (EEO); Affirmative Action (AA) Plans, American’s with Disabilities Act (ADA) accommodation; and workers compensation. Develops and documents related program, policies, procedures, forms, job aids, FAQ, etc. Gathers data regarding inquiries and products which can be used for regular reporting and risk management. Analyzes trends and best practices. Recommends and designs education seminars/meetings to improve understanding of policies, procedures, and compliance requirements in these areas.
 
  • Responsible for identifying the potential risk exposure related to the Human Resources function and overseeing the development of policies, standards, and controls to manage this exposure, as well as testing and reporting on the effectiveness of the controls. Designs, develops and administers policies, procedures and practices compliance with employment laws to mitigate organizational risk.  Works with HR managers and staff of each unit to review high/medium/low Corporate and HR compliance requirements and relate them to functions, roles and tasks covered by existing procedures.  Also identifies, weighs and similarly assess operational and other risk. Assists unit in identifying areas of improvement deficiencies, developing and regularly reviewing and improving policies, practices, procedures and other related items. Develops overall compliance and risk calendar of activities including regulatory deadlines, timelines and significant action steps necessary to fulfill requirements.  Helps formulate short term and longer projects and plans; identify next steps and/or establish project teams. Serves as the division’s internal liaison with internal and external auditors.
 
  • Coordinates the administration of retirement benefits which includes retirement estimates, commencements, communication, education and training.  Ensures that retirement administration is effective, efficient and compliant with ERISA and other related regulations.  Partners with other areas within HR and external to HR, as well as vendors.
 
  • Responsible for implementing the division’s communication strategy and overseeing the HR communications team.  Establishes standards for each communication media and subject matter, links, collateral and “findability” of related information on corporate intranet, third party site or internet. Establishes and monitors calendar of program communication.
 
  • Builds, leads, and motivates team to accomplish business objectives.  Facilitates change through communication, understanding and training. Responsible for the management of all employees in the team including staffing and scheduling, compensation, performance management, training and development.   Goal is to attract, retain and motivate the team to achieve management business objectives and maintain a favorable employee relations climate.  Responsible for the timely and effective management of Human Resources forms and documents relevant to immediate staff.

Qualifications

  • Bachelor’s degree from an accredited institution or equivalent work experience. Human Resources, business or related major, preferred.
  • Minimum 5 years of relevant human resources or equivalent work experience, with at least 3 years of supervisory or management experience.
  • Must have experience/knowledge of some of these areas and have interest and ability to become a subject matter expert in all; Level II Manager must have some experience/knowledge of all these areas and be considered a subject matter expert in at least half with interest and ability to include all; Level III Manager must have some experience/knowledge of all these areas and be considered a subject matter expert in all or nearly all and interest and ability to increase knowledge/experience:
     
  1. US and state wage and hour, FLSA, Executive Compensation plans, ERISA for retirement and welfare plans, tax laws relating to wages and benefits, ACA, Hawaii Prepaid Health Care Act, USERRA, FLMA, Hawaii Family Leave Law, Hawaii Civil Union and Domestic Partner laws, EEO, VETS, OFCCP and Rehabilitation Act, ADA and ADAAA, AAP, and related laws, regulations and court decisions
  2. HR compliance reporting requirements, schedule, reasonable timeline and steps
  3. Significant roles on human resources process improvement/project teams with major goals/accomplishments
  4. Creation and update of relevant, living policies and procedures, outlines, checklists, job aids, collateral, etc.
  5. Understanding of HRIS systems and how data is entered, validated, checked, corrected, reported on, etc.
  6. Understanding of internal audit of human resources procedures
     
  • Demonstrated proficiency with personal computers in a networked environment and Microsoft applications (Outlook, Word, Excel, Access, Power Point and SharePoint) or similar software.  Knowledge of or ability to use HRIS system. 
  • Demonstrated leadership, verbal and written communication skills, including presentation skills. Must be analytical, detail-oriented and organized excellent problem solving skills.    Must be proactive, flexible and able to meet changing deadlines and handle multiple shifting priorities.  Should be a leader with the ability to work in and foster a team environment as well as work independently.  Able to work flexible hours including holidays, weekends and evenings as needed or assigned.  Must be able to provide own transportation or to operate a vehicle with a valid driver’s license, and able to commute as required.  Able to travel by air off-island as required.
